About GDPM

Greater Dayton Premier Management provides decent, safe, affordable housing to Montgomery County residents who would not be able to afford suitable housing otherwise.

As the single point of contact for affordable housing throughout the county, GDPM administers three primary programs to help low-income individuals and families access high-quality housing.

In recent years, GDPM has reinvented itself. We have demolished outdated properties, acquired and rehabilitated existing properties and constructed new properties. We have boosted our performance standards, increased occupancy rates and delivered more supportive services to more people. We have strengthened partnerships with Montgomery County, the city of Dayton, municipalities, landlords, community organizations and suppliers. And we have taken bold steps to reach out, share ideas, change minds and erase old attitudes and stereotypes linked to public housing of the past.

Public Housing Program

Public housing was established to provide decent, safe, affordable rental housing for eligible low-income individuals and families, the elderly and persons with disabilities. Because GDMP over the past several years has demolished outdated properties, acquired and rehabilitated existing properties and constructed new properties, public housing today is as good as or better than other rental housing in Montgomery County.

GDPM is well on its way toward the aggressive – but achievable – goal to add 1,000 new affordable housing units by 2017. Currently GDPM owns and operates 2,700 units of public housing in small duplexes, family complexes and high-rise apartments for elderly families. GDPM serves approximately 16,000 people annually through its public housing program.

Housing Choice Voucher Program

Low-income individuals and families enrolled in the Housing Choice Voucher program are issued vouchers to locate reasonably priced housing on the private market. GDPM pays a Housing Voucher Subsidy, and the family pays any additional rent over the subsidy amount. However, a family cannot pay more than 40 percent of its adjusted monthly income toward rent and utilities. This program helps low-income families pay rent for units they would not be able to afford otherwise.

Currently GDPM administers 3,500 vouchers to Montgomery County residents. GDPM serves approximately 8,000 people annually through its Housing Choice Voucher program. More than 3,000 landlords, who receive a contracted monthly assistance payment and must follow strict inspection standards, volunteer to participate in this program.

Homeownership Program

Low-income individuals and families eligible for the Housing Choice Voucher program who complete homeownership training may use their Housing Voucher Subsidy to purchase rather than rent a unit. After locating a home to purchase, a family works with Neighborhood Housing Services to secure financing and inspection of the unit. GDPM makes payments to the lender on the family’s behalf according to calculations required by this program.

Besides providing affordable housing, GDPM offers supportive services and programs, such as case management and referrals, to help indi­­viduals and families move toward economic independence and self-sufficiency.

Clients in the public housing and Housing Choice Voucher programs can access these opportunities through the Family Self-Sufficiency (FSS) program. In addition, clients enrolled in the Homeownership program receive their homeownership training through the FSS program.

GDPM connects FSS program participants with the most appropriate support services and community resources they need. FSS program services may include:

  • Child care,
  • Transportation,
  • Education,
  • Job training and employment counseling,
  • Substance/alcohol abuse treatment or counseling,
  • Household skills training and
  • Homeownership counseling.


GDPM does its work by partnering with Montgomery County, the city of Dayton, municipalities throughout the county, and community organizations. Providing oversight to GDPM, a HUD-funded housing authority, is a seven-member Board of Housing Commissioners:

  • Two appointed by the city of Dayton’s mayor (one appointee is a resident of DMHA);
  • One appointed by the Montgomery County Probate Court;
  • One appointed by the Montgomery County Common Pleas Court; and
  • Three appointed by the Montgomery County Commissioners.

GDPM’s economic impact on Montgomery County is significant: more than $50 million annually.
